You will need to be a manager on the workflow or have the Full Write Workflows permission.
Go to Automation > Workflows from the left-hand menu and click on the workflow you want to enable from the list.
On the next screen, click the Actions button > Edit workflow details and then toggle the "Enabled?" field to "Yes."
Finally, click on the "Save" button.
