You will need to be a manager on the workflow or have the Full Write Workflows permission.
From the left navigation, go to Automation > Workflows from the left-hand menu and click on the workflow you want to enable from the list.
On the next screen, click the Actions Button > select "Edit workflow details" and then toggle the "Enabled?" field to Yes.
Finally, click on the Save button.
