You must have the Limited Account permission to enable and edit the welcome message.
This feature is disabled by default. To enable it, click on the "Settings" button at the top of the home page and set "Enabled?" to Yes.
Then simply set your message and click on the "Save" button at the bottom. The message accepts HTML and so can be anything you'd like such as text, links, images, and more.
