Only users with the Full Account permission can change account payment details.
Change the payment method by going to the "Account Settings" screen at the top left-hand side of the page, clicking on the "Billing" tab and clicking on the pencil icon of the "Payment Method."
Alternatively, click on Actions > Edit payment method from the "Account Settings" screen.
