Only users with the Full Account permission can change account payment details.
You can change the payment method by going to the "Account Settings" screen at the top left-hand side of the page, clicking on the "Billing" tab and hovering over the "Payment Method" area and clicking on "edit section."
You can also click on Actions > Edit Payment Method from the "Account Settings" screen.
