Every person in the system either has access to the system or does not. As such, there is no separate user account for a person. Access to the system is granted via their individual person profile. If they are not already in the system, they will needed to be added.
Individually
You will need the Permissions Limited permission to perform this action.
On the person's profile, click on Actions > Manage system access in the top right to grant access.
A popup will appear to specify the person's username (used to login) and their email address. The email address will populate with the primary email address by default. Click on the "change access" button to set up any special access they should have to the system. Please see this article for more details.
Once done, click on "Save" to give them access.
The new user will receive an email with instructions to set up their account with One Church Software.
Any person who has system access will be labeled with a green "User" next to their name when viewing their profile.
In Bulk
The system also allows you to grant access to multiple people at once. You will need both the Reporting and Permissions Limited permission to perform this action.
Navigate to the People Query Builder and construct a query that matches the people interested in granting access to the system. Once done, click on "Mass Change" in the "Actions" menu.
In the pop up that appears, choose "Grant Access' in the sidebar.
Finally, click on the "Update" button at the bottom to grant access.

βNote: Access will only be granted if person has an email. Username will be the same as their email. In cases where multiple people share the same email, only one will be given access. The person chosen will be first of the following: head, spouse, oldest, or first added to system.
